WATER SERVICES FOR DASMARINAS?

In a business finding the cheapest services you need is a must, like what most real estate companies are doing.  In a real estate company, if they do not have the manpower to do the things in-house, they would outsource the services they needed.  Certainly this would take a lot or recommendation memos and bidding before they could select the cheapest yet still reliable consultant they could find.   My superior told me that we will not do the drawings of the water line design in one of our drawings one of our Dasmarinas, Cavite subdivision projects because it will be done be the people in the Engineering department and the the supply of water meter on every house of the subdivision project would be supplied by supplier from the municipality?  I asked my superior if this is a good thing and my superior said of course not because we have no control on things and this would be overly expensive.  And she added, we are not still sure if its only the water meter they will provide and if they will do the supervision, just imagine the cost it will generate.

Now my question would be is this even possible isn’t it that the responsibility of the municipality is to check the integrity of the design whether it is safe and conforms to the local restrictions and the national building codes?  Isn’t this a conflict of interest?  Isn’t this a clear manifestation of monopoly of designer of water services and in the supply of water meter.  Who benefits from this monopoly? The designer, the municipality office, the people of Dasmarinas, or the people behind this monopoly?    I am not sure of their process or system but of course this would make a standard for all  Dasmarinas residents, but why don’t they  just make a templates or standard requirements so as to be followed by everyone and that they could check it easily and accurately.    What if you do not have the money to pay for the standard services they offer? Would you wait for you to have money before you could have water? Where is the freedom of choice? Where is the freedom for water? These are just comments, if you feel I am wrong and do not understand the situation, kindly let me know because curiousity  (is there a word) is a key to learning.
